Should Haiti build a new Capital?

Scientists are proposing that Haiti should move its Capital… perhaps to St. Marc? Last year I had a conversation on this topic due to the over-population in Port-au-Prince now however; this is an idea that should be seriously considered by the Government given the recent devastation, city’s location etc… What do you think?
